Scott Andre - Cutter Aviation El Paso (ELP)

Scott Andre is the General Manager of Cutter Aviation of El Paso, Texas at El Paso International Airport and is also the Corporate Director of Safety for the Cutter Aviation network of FBOs and Service Centers in TX, CO, NM, AZ, and CA.

Scott retired from Active Duty in the United States Air Force in 2004 after 20 years of service. During that time he was the Chief of Weapons Safety and the Flight Safety NCO at Hickam Air Force Base in Honolulu Hawaii. Upon rejoining the civilian aviation industry, Scott became Line Service Manager with Raytheon Aircraft Services at Hobby Airport in Houston, Texas. He was recruited as the new Airport Operations Manager of the newly constructed Houston Executive Airport in Katy, Texas in 2006 and led the team responsible for ramping up staffing, acquiring all line service and airport maintenance equipment, and opening the airport and the FBO to the public.

Scott Andre joined the Cutter Aviation team in 2009 as the General Manager of Cutter Aviation El Paso (ELP) and in 2010 he accepted the additional position as the Director of Safety for Cutter Aviation network-wide. In this role, he is responsible for leading the safety culture at Cutter Aviation and developed and maintains the Integrated SMS program for all operations in Line Service and Maintenance Service departments at all Cutter Aviation facilities.

Scott holds an Associate’s Degree from the Community College of the Air Force in Applied Munitions Technology, a Bachelor of Science Degree in Management and Information Systems from Wayland Baptist University and studied at Embry Riddle Aeronautical University’s Masters of Aerospace Management and Aviation Safety Management; he is also a Certified Safety and Health Official through the University of Texas. Scott presently serves as a member of the Safety 1st Committee with the National Aviation Transportation Association (NATA) and the National Business Aviation Association (NBAA) Safety Committee.
